PROCEDURE FOR THE SUBCONCESSION OF AREAS TO BE USED AS BARS, RESTAURANTS AND RESALE AT CUNEO AIRPORT
1) GEAC Spa Management Company of Cuneo Airport based in Levaldigi in SP 20 n1 12038, tel. 0172741500 – fax. 0172 741535 announces that it intends to identify the person (s) to whom to entrust, the sub-concession of the following areas, located at the “Alpi del Mare” Airport of Cuneo to be used for the administration and retail sale of a) cafeteria products, brioches and desserts, hot and cold sandwiches and snacks, first courses, alcoholic and non-alcoholic drinks, over-the-counter products, as well as other products offered in the offer; b) sale of monopoly items; c) sale of newspapers, magazines and books.
Area a) Area located in the air side area of Cuneo Airport of approximately 56 square meters, better described in the relative plan attached to this Notice (Annex A)
Area b) Area located at the area land-side of the Cuneo Airport of about 180 square meters, better highlighted in the relative plan attached to this Notice (Annex B).
It should be noted that: contractual relationships that will be established between GEAC and the Sub concessionaire of the aforementioned Areas must not be understood on an exclusive basis. Therefore, GEAC may during the duration of the Sub-concession Agreement of the Areas referred to in points a) and b) of this article 1, legitimately making available to third parties, including competitors of the Sub concessionaire, premises for the performance of activities similar or identical to those of the Sub concessionaire, or directly carrying out activities similar or identical to that of the Sub concessionaire, with express exclusion in both cases of any compensation or indemnity in favor of the Sub concessionaire / s.
2) The delivery of the distinct Areas referred to respectively in the letter a) and to the letter b) of the previous article 1 to the Sub concessionaire awarded the selection for the preparation of the same, will take place from 1 February 2021.
The preparation, where necessary, will be at the total care and expense of the Sub concessionaire, who can claim nothing from GEAC in relation to the investment made.
3) The minimum conditions required for participation in the selection are the following:
- Possession of the requisites referred to in art. 34 of Legislative Decree 163/2006 and which are not found in the causes of exclusion pursuant to art. 38 of the same Legislative Decree.
- have achieved in the last three years a turnover of Euro 1,000,000 and in the financial year 2019 an annual turnover of not less than Euro 350,000 (three hundred and fifty thousand) with ATECO code 56.10.11
It is specified that the use and participation in the procedure in temporary groupings of companies are not permitted.
4) The companies interested in participating in the selection procedure, in possession of the minimum requirements indicated in the previous article 3, must send their offer, written in Italian, by certified e-mail. geacspa@leagalmail.it or by direct delivery by e no later than 12 noon on 7 January 2021 at the following address:

The offer must be sent in a closed envelope, bearing on the outside, in addition to the name and address of the company, the words “SELECTION FOR THE RELIANCE IN SUBCONCESSION OF AREAS TO BE USED AS BAR, RESTAURANT AND RESALE AT THE AIRPORT of WEDGE”. After the deadline indicated above, no other request will be considered valid. The delivery of the offer therefore remains at the sole risk of the sender.
The package must contain, under penalty of exclusion, the following documentation, subsequently verifiable, signed by the legal representative of the company with suitable powers:
- participation request, complete with all company identification data
- declaration of possession of the general requirements referred to in art. 38 of Legislative Decree 163/2006.
- Declaration certifying that the competitor has achieved a turnover of Euro 1,000,000 in the last three years and in the financial year 2019 an annual turnover of no less than Euro 350,000 (three hundred and fifty thousand) with ATECO code 56.10.11
- Technical / qualitative offer
- Economic offer
- Declaration attesting the consolidated experience of event management and catering services in contexts of proven high quality and level.
It should be noted that the declarations indicated above must be made pursuant to art. 46 and 47 of Presidential Decree 445/2000
5) The award criterion for the tender relating to the sub-concession of each of the two Areas referred to respectively in the letter a) and to the letter b) of the previous article no. 1 will be determined with the parameter of the most economically advantageous offer. The evaluation of the offers received and the attribution of the relative scores will be carried out by a Judging Commission based on the following evaluation indices:
- TECHNICAL / QUALITATIVE OFFER: 40 points overall based on the following documentation:
- document relating to the characteristics of the service and type of products offered
- general project for the management and enhancement of existing spaces
- curriculum vitae of the owner or legal representative of the offeror
- ECONOMIC OFFER: 35 points overall
Auction price: fixed as per the following table. Bids must be submitted on the rise.

The aforementioned amounts will be invoiced in advance bimonthly installments. Upon signing the contract, a surety will be required for the use of capital goods.
- CONSOLIDATED EXPERIENCE at national and / or international level in event management and catering services in contexts of proven high quality and level: 25 points
The envelopes will be opened and evaluated by GEAC SPA at 12 noon on 8 January 2021.
6) The sub-concession of each of the distinct Areas referred to respectively in the letter a) and to the letter b) of the previous article 1 will be governed by the relevant Contractof the duration of 36 months , further renewable for the same period.
7) GEAC reserves the right to invite applicants to clarify or complete the declarations and documents presented.
8) GEAC reserves the right to award the selection even in the presence of only one valid offer.
9) GEAC reserves the right to cancel or revoke the procedure at any time, not to award and / or stipulate the contracts in question without incurring liability and / or claims for damages, not even pursuant to art. 1337 and 1338 of the civil code.
It should be noted that the reference to the provisions of Legislative Decree 163/06 does not imply the applicability to this procedure, even by analogy, of the provisions contained therein unless expressly referred to.
10) The sub-concessionaire reserves the right to withdraw from the contract in progress provided one of the following reasons occurs:
- for reasons of force majeure or public interest;
- non-fulfillment of the contractual object, as specified in point 1 of this letter.
- failure to pay the annual rent in advance;
11) We inform you that pursuant to art. 13 of Legislative Decree 196/03, the personal data provided by the participants in the tender are collected only for the purposes related to this procedure and, in the event of a possible award, for the management of sub-concession contracts.
Competitors and successful bidders will have the right to exercise all the rights referred to in art. 7 of the aforementioned Decree.
