GEAC SpA, in compliance with the principles of non-discrimination, equal treatment and proportionality, intends to tender for the award of the Civil Liability insurance coverage service for Airport Management for the period from 12/31/2021 to 12/31/2024 to be identified through a negotiated procedure among at least five firms from among those that have sent in a request for invitation in the time and manner provided for in this notice, demonstrating possession of the requirements requested and listed below.
This notice does not bind GEAC SpA to any award as the notice is aimed exclusively at receiving an expression of interest to facilitate the participation and consultation of insurance companies.
Furthermore, no tender procedure is launched with this notice, the expressions of interest have the sole purpose of identifying companies available to be invited to submit an offer to a subsequent procedure announced by the Entity.
- DESCRIPTION AND DURATION OF INSURANCE SERVICES
The policy and the risk that GEAC SpA intends to assign is as follows:

The above sum is indicative, it does not constitute an auction basis and the relative CIG will be communicated with an invitation letter.
The duration of the contract which is the subject of this award is set at 3 (three) years with effect from 12.00 pm on 31/12/2021.

- ASSIGNMENT PROCEDURE
The assignment will take place in accordance with the provisions of d. lgs50 / 2016 and subsequent amendments, by means of an offer request to a maximum of ten companies. Should there be more than ten expressions of interest, the contracting authority reserves the right to proceed with the selection of the subjects who will be invited by drawing lots, carried out in a public session and of which notice will be given through a specific communication on the institutional website of the GEAC SpA.
The contracting authority reserves the right to carry out the procedure even in the presence of a number of expressions of interest of less than five or to integrate the list of subjects to be invited by identifying other economic operators in possession of the appropriate requirements up to to a total minimum number of five.
The lot will be awarded according to the conditions set out in the invitation letter and the parameters contained in the specific specifications.
The contracting authority may in any case not proceed with the award if the offers are not deemed appropriate.
- ADMITTED SUBJECTS AND REQUIREMENTS
- A) General requirements – non-existence of the grounds for exclusion provided for by article 80 Legislative Decree 50/2016 and subsequent amendments
- B) Requirements of professional suitability – Insurance companies in possession of the requisites referred to in art. 83 Legislative Decree. 50/2016 or to regularly authorize the exercise of the insurance business for the insurance coverage covered by the contract.
Temporary groupings of economic operators referred to in art. 48 of Legislative Decree 50/2016. Pursuant to art. 48 paragraph 2, the following main (risk coverage) and secondary (claims management, expert activities) services of the tendered service can be identified.
For the participation of the consortia identified in the letters b) and c) of art. 45 paragraph 2 of Legislative Decree nr 50/2016, the provisions of articles 47 and 48 of the same decree apply.
It is forbidden for competitors to participate in the tender in more than one temporary association or consortium or to participate in the tender even individually if the bidder has participated in the tender in an association or consortium.
The participation of several companies in co-insurance is allowed, as regulated by the individual policy specifications. The delegatee will be required, in any case, to fulfill directly and in full all the contractual obligations assumed towards the contracting party and / or those entitled to it.
Companies that submit a co-insurance offer are precluded from participating in a single form or in another co-insurance or in another grouping.
The choice between single participation or co-insurance must be expressed when submitting the offer.
Both in the case of temporarily grouped companies, both in the case of co-insurance, and in the case of a single offer, the underwriting of 100% of the risks must be guaranteed, under penalty of exclusion from the tender.
- C) Economic and financial capacity: the economic operator must have carried out, in the last three years 2018/2020, an overall insurance premium collection in the NON-LIFE BUSINESS equal to at least Euro 250,000.00;
- D) Technical and professional skills: in the last three years that can be documented, the operator must have performed services relating to the same Branch for which an offer is presented in a number of not less than 3 public or private recipients, whose total annual value is equal to or greater than annual amount based on the tender.
- TERMS OF PRESENTATION OF EXPRESSIONS OF INTEREST
Interested economic operators and in possession of the above requirements as of the date of this notice, may express their interest in being invited to the subsequent assignment procedure, by forwarding to the certified e-mail address geacspa@legalmail.it the application completed in the model annex (annex 1)
The deadline for expressing interest in being invited to the next selection is set for 12 noon on 30 November 2021.
After the aforementioned deadline, no request will be considered valid and GEAC SpA assumes no responsibility for any inefficiencies relating to the network.

This notice is published on the GEAC SpA website for 15 consecutive days.
Those who have expressed an interest in participating will receive the letter of invitation to the negotiated procedure and the tender documentation.
GEAC SpA reserves the right, if the declarations of interest are not sufficient or in any case if it deems it necessary, to integrate the list of participants with subjects in possession of the requisites required for participation. The subsequent procedure will be governed by Legislative Decree 50/2016 and subsequent amendments.
